The tank and items of equipment of each portable tank are given an initial inspection and test before being put into service for the first time. 

Regulations state that a tank must be tested every 5 years with a full periodic inspection. This involves a full structural examination of the frame, an operational inspection of all components and valves, and a hydraulic pressure test of the tank. 

This 5-year inspection is combined with an intermediate periodic inspection and test midway between the 5-year periodic inspection and test. This is called the 2.5 year test, and combines the inspections of valves and frame with a leak-tightness test of the tank.

After a periodic test, the survey company will issue a certificate that records all the data related to the tank container: owner, manufacturer, capacity, weight, pressure, dimensions, previous test records, and remarks about the various parts & fittings. It also records the date of that test as well as the expiry date of that certificate. The inspection and test certificate issued by a competent surveyor is proof of the tank being fit for use.

Each tank container must have a valid periodic test certificate at all times.

At time of on-hire, GE SeaCo will ensure that the tank is within test, and will supply the lessee with a copy of the latest test certificate. Once on-hire and while on lease, it is the responsibility of the lessee to keep the test certificates within the validity period.

NOTE:  Dangerous goods cargo may only be transported in a tank container that has a valid test certificate.

When a tank container is due for a new periodic test, the lessee should arrange for the tank to be taken into a depot for test. 

As stated in the leasing contract, GE SeaCo will cover the depot and test costs if approved in advance by GESC. Transport to and from the depot, however, as well as cleaning and repairs necessary to ensure the tank passes the test are for the lessee account.

A competent depot will be familiar with the testing procedure and know to contact GES and GE SeaCo’s appointed inspection company to witness the test.
